Quelle place pour les espaces verts dans le nouveau PLU de Fontenay-aux-Roses?

[L’objectif de ce texte n’est pas de polémiquer, mais d’aider mes co-Fontenaisiens à se former une opinion sur le projet de PLU en vue de l’enquête publique en cours à ce sujet jusqu’au 13 décembre 2016].

Notre ville est sur le point de changer ses règles d’urbanisme en adoptant un nouveau Plan Local d’Urbanisme (PLU). Que dit ce PLU aux promoteurs qui s’apprêtent à construire le plus de mètres carrés possibles pour les vendre? Quel minimum de m2 d’espaces verts devront-ils respecter en construisant?

Cette question est très importante car nous nommes des êtres sensibles qui sont moins épanouis (et donc moins productif) dans un environnement en béton que dans un environnement vert et aéré.

D’où mon inquiétude en écoutant quelques Fontenaisiens: il paraît que le projet de PLU permet aux promoteurs de remplacer les vrais espaces verts par des pots de fleurs! On m’a expliqué que c’est pour cela justement qu’on voit fleurir tous ces murs végétalisés sur les nouvelles constructions: ces m2 de plantes seraient là pour remplir, à la verticale, un quota d’espaces verts pour pouvoir bétonner plus à l’horizontale.

Mon sang n’a fait qu’un tour et je me suis plongé immédiatement dans le projet de règlement du PLU:


J’en suis ressorti partiellement rassuré. La bonne nouvelle est que les murs végétalisés représentent un quota d'espaces verts très faible. Et encore faut-il qu'ils soient pris en compte, ce qui n’est pas le cas dans le centre-ville par exemple. 

La moins bonne nouvelle est que le PLU permet effectivement aux promoteurs de remplir leur quota d’espaces verts en majeure partie par ce que j’appelle des “faux espaces verts”: des pots de fleurs ou des toits végétalisés par exemple. Ces quotas d’espaces verts dits “complémentaires” sont lourds de conséquences: un jardin de 30 m2 réprésente un environnement très différent d'un immeuble de 3 étages d’une surface de 30 m2 sur le toit duquel se cache un toit végétalisé!

Letter to Leonardo di Caprio

Dear Mr. Di Caprio,

I am very grateful that you use your influence to help stop climate change. So thank you for raising awareness about this problem via your film “Before the Flood” (https://www.youtube.com/watch?v=90CkXVF-Q8M).

But I was very also very shocked that you, as a UN Messenger of Peace with a Special Focus on Climate Change responded the way you did to the Indian expert in this film. She said that unsustainable lifestyles need to be addressed and changed. To my great surprise you answered that you agreed, but concluded that in America “it’s probably not going to happen”. How can you say this as a Climate Messenger on behalf of the UN? If you declare change unlikely, change is indeed unlikely to happen.

Your answer was that wind and solar energy were “hopefully going to become cheaper and cheaper and that it will ultimately solve the problem”. It is so sad to hear you say this! To me this sounds like: “Don’t worry, you don’t have to change, continue to build, drive and consume the way you do because clean energy is going to reduce your carbon footprint.” Do you really believe that? With a growing world population?

Your film “Before the Flood” addresses adults to convince them of the seriousness of the climate problem. May I warmly invite you to come to UNESCO where we address children and focus on a solution: Education for Sustainable Development (ESD)? Because like wars, also unsustainable lifestyles always start in the minds of men and women. UNESCO plants the seeds of sustainable lifestyles by promoting ESD, which is the most powerful tool to change unsustainable behavior. 

Maybe if you use your influence to introduce ESD in American elementary schools, junior and high schools, it will happen that citizens start adopting more sustainable lifestyles. I believe this is likely, even in America. You just need to start early enough and show the way. Maybe your next film can take this into account?

Klimaatverandering te lijf met ethiek

De ernst van het klimaatveranderingsprobleem is bekend. De groeiende koolstofuitstoot zorgt voor stijgende temperaturen, waardoor het leven op aarde steeds meer in de knel raakt. Eilanden staan op het punt om te verdwijnen onder de stijgende zeespiegel. De schade veroorzaakt door overstromingen en tropische stormen neemt toe. “Ons huis staat in brand en we kijken de andere kant op”, zei Chirac in 2002 al tijdens de VN-top in Johannesburg. Nu, 14 jaar later, voelen we meer dan ooit dat we iets moeten doen. We voelen een ethische prikkel die momenteel vertaald wordt in een officiële UN Declaration on the Ethical Principles in relation to Climate Change door UNESCO, de VN-organisatie voor onderwijs, cultuur en wetenschap. Doel: het klimaatakkoord van Parijs van december vorig jaar kracht bijzetten. Maar kan zo’n ethische verklaring klimaatverandering echt helpen tegengaan?

Politieke weerstand

Om te beginnen: het klimaatakkoord zorgt al voor actie. De rijke landen gaan vanaf 2020 zeker 100 miljard dollar per jaar betalen om minder ontwikkelde landen te helpen hun uitstoot te verminderen en zich te beschermen tegen de gevolgen van klimaatverandering. Verder beloven alle landen dat ze plannen gaan maken waarin staat hoe ze hun koolstofuitstoot gaan beperken om de temperatuurstijging onder de gevarengrens van +2°C te houden. Het probleem is dat deze plannen vrijwillig en onvoldoende zijn: opgeteld leiden ze nu tot een temperatuurstijging van zeker 2,7 °C. Een ethisch duwtje is dus geen grote luxe.

Al in 2009 zei UNESCO’s Wereldcommissie voor Techniek- en Wetenschapsethiek (COMEST) dat de wereld dringend een ethische richtlijn nodig had voor klimaatverandering. Dit advies stuitte toen echter op grote weerstand van ontwikkelde landen (onder leiding van de VS en Canada) en de opkomende BRICS (m.n. Brazilië, Rusland, India en China). Zij zagen het niet zitten om hun economische groei te remmen met aanvullende ethische uitstootbeperkingen. Hun formele argument was toen dat de klimaatwetenschap nog niet rijp was voor definitieve ethische conclusies. Bovendien moest de klimaatkwestie helemaal niet bij UNESCO besproken worden, maar binnen het VN-platform voor klimaatonderhandelingen: de UNFCCC met zijn jaarlijkse “Conference of Parties”, oftwel COP. Jaren lang werd het advies om een ethische verklaring te maken systematisch terzijde geschoven, met steeds als diplomatieke conclusie dat COMEST vooral door moest gaan met het klimaatprobleem ethisch te bestuderen.

Parijs eind 2015: een nieuwe wind

In november 2015, toen UNESCO-lidstaten opnieuw bijeenkwamen in Parijs, sloeg de wind om. Ten eerste was het VN-panel van klimaatwetenschappers (IPCC) het er wel over eens dat de dreiging van klimaatverandering toch echt serieus is. Daarnaast hadden de Franse autoriteiten net een enorme internationale lobby opgezet om de VN-klimaatconferentie (de “COP 21”) naar het inmiddels bekende VN-klimaatakkoord te loodsen. Dit politieke momentum voor actie was zo sterk voelbaar in de zaal bij UNESCO, dat slechts twee lidstaten bleven herhalen dat UNESCO niet de juiste plek was voor klimaatonderhandelingen. De net aangetreden Assistent-Directeur Generaal voor Sociale Wetenschappen van UNESCO, de Jordanese Nada Al-Nashif, betoogde dat UNESCO de klimaatonderhandelingen niet dupliceerde, maar juist hielp met een ‘moreel kompas’. Met luid applaus instrueerde UNESCO’s General Conference uiteindelijk COMEST, na 6 jaar aarzelen, om een ethische verklaring te gaan maken.

Veel landen zijn bang voor zo’n moreel kompas: ze zien het als drukmiddel. Uit COMEST’s rapporten blijkt echter dat een moreel kompas geen ‘moreel vingertje’ is (negatief), maar een lens waardoor we het klimaatveranderingsprobleem beter leren begrijpen en aanpakken (positief). Dit begint al met de manier waarop we klimaatverandering formuleren als probleem waar we iets aan ‘moeten doen’. Achter deze formulering blijken diverse traditionele ethische aannames schuil te gaan over wat moreel handelen is, over causaliteit en wederkerigheid, zonder dat deze worden geanalyseerd. We zullen er een paar onder loep nemen door de aanpak van klimaatverandering als morele verplichting te analyseren.

Kant: wat moet dat moet

Om te beginnen: wat is een morele plicht eigenlijk? Kants analyse is dat een morele plicht allereerst universeel is. Het maakt niet uit of je nu uit Amerika of Kiribati komt: wat op een gegeven moment moet dat moet. Ten tweede is een morele handeling noodzakelijk, d.w.z. onafhankelijk van wat een of andere morele autoriteit ervan vindt. Bijvoorbeeld helpen voorkomen dat Kiribati onder de stijgende zee verdwijnt. Dit helpen is volgens Kant moreel, niet omdat X of Y dit moreel vinden maar omdat het automatisch voortvloeit uit een principe dat overal ter wereld geldig en noodzakelijk is (‘de mens moet zich beschermen tegen zeespiegelstijging’). Kant noemt dit een ‘categorische imperatief’: een principe waarvan iedereen kan willen dat het een algemene wet voor menselijk handelen wordt.

Deze ethische analyse legt meteen de vinger op de zere plek: het klimaatakkoord kan niet gelden als algemene wet voor menselijk handelen. Het committeert landen namelijk niet aan de veilige 2°C-grens (het enige morele algemeen acceptabele principe), maar laat ze vrij om zelf te beslissen hoeveel uitstoot ze gaan minderen. Dit is natuurlijk expres zo gedaan omdat er anders waarschijnlijk überhaupt geen akkoord gekomen was. Maar daardoor confronteert het de landen niet met hun morele verantwoordelijkheid om te doen wat ze samen moeten doen om een catastrofe te voorkomen.

Duizelingwekkende complexiteit

Ethiek doet dit wel. Niet door te zeggen wat we moeten doen, maar hoe we een ethische beslissing kúnnen nemen. Dan blijkt dat ons traditionele kader voor ethische afwegingen niet past op het klimaatprobleem. Dit kader veronderstelt namelijk ten onrechte een rationeel subject dat vrij is en keuzes kan afwegen in het licht van duidelijk gedefinieerde causale relaties. Bij klimaatverandering zijn deze relaties echter diffuus: je kunt niet uitstoot X direct aan overstroming Y linken. Het probleem is ‘wicked’: er zijn meerdere oorzaken en gevolgen. En we stuiten op een temporaliteitsprobleem: hoe stel je verantwoordelijkheid vast als er zoveel actoren en generaties bij betrokken zijn die teruggaan tot 1750? Daarbij komt de traagheid van klimaatverandering: ze stopt niet zoals een ketel met kokend water stopt als we het gas uitdraaien. We krijgen nu pas last van rookwalmen die twee eeuwen geleden de lucht in gingen. Deze complexiteit is duizelingwekkend omdat we nú moeten handelen en kiezen.

Maar waar waarop kunnen we ons morele keuzes dan wel baseren? Hoe complex de situatie ook is, zegt Aristoteles, de menselijke ziel is in staat om op elk moment het ‘goede’ te kennen en toe te passen in gedrag. Dit ‘goede handelen’ zag Aristoteles – die dokterszoon was – als het ‘juiste midden’, zoals gezondheid altijd de juiste balans is tussen teveel en te weinig (eten, beweging, etc.). De ethische handeling dus niet als de toepassing van een algemeen principe zoals Kant, maar als een individuele uitvoering van het goede (midden) in een concrete handeling. Om dit in elke situatie te kunnen, zegt Aristoteles, is een ‘dispositie tot deugdelijk gedrag’ nodig die kan worden verkregen door oefening en stimulering.

Iedereen ‘klimaatactor’

COMEST schetst een vergelijkbaar ethisch kader waarin concreet per type kennis en speler deze ethische dispositie wordt bijgebracht. Iedereen wordt ineens ‘klimaatactor’. De botanicus die vaststelt dat een malariamug nu ineens kan overleven zou bijvoorbeeld gestimuleerd moeten worden om de juiste autoriteiten hierover te informeren. De geohydroloog die grondwater onderzoekt is met zulke vitale kennis bezig dat hij of zij zou kunnen focussen op het informeren van kwetsbare bevolkingen: hoe kunnen zij hun overlevingsbron zelf beter lokaliseren en meten? En de laag liggende eilanden weten dat ze binnenkort moeten verhuizen en kunnen dus nu al beginnen met het opbouwen van de noodzakelijke internationale solidariteit. Je zou veronderstellen dat deze klimaatalertheid al volop in gang gezet is, maar niets is minder waar. We weten bijvoorbeeld dat er een stroom van klimaatvluchtelingen in de maak is, maar de ethische vraag hoe we ze gaan ‘verdelen’ blijft angstvallig onbesproken.

Science fiction

Dit laatste voorbeeld laat goed de ethische kern van het klimaatprobleem zien: het plaatst ons in een verhouding tot ‘de Ander’. Maar welke Ander en welke verhouding? Om die ethische vraag te beantwoorden moet de Ander eerst zichtbaar gemaakt worden, en dat gebeurt nauwelijks in het klimaatakkoord van Parijs. Het akkoord stelt weliswaar regelmatig dat er extra gedacht moet worden aan “kwetsbare landen”, maar nodigt niet uit om kwetsbaren en hun kwetsbaarheden in kaart te brengen: baby’s? ouderen? boeren in droge gebieden? deltabewoners? Eskimo’s? Daardoor wordt de (kwetsbare) Ander onvoldoende beschermd.

De Ander die het meest zal lijden door ons toedoen wordt in het akkoord zelfs geheel buiten beschouwing gelaten: de toekomstige generaties. Op zich is dit niet zo verwonderlijk, omdat we er bij ethische dilemma’s traditioneel vanuit gaan dat de betrokken personen op zijn minst bestáán (het wederkerigheidsbeginsel). Dat geldt echter niet voor de vele Anderen die nog geboren moet worden, en dus vallen ze makkelijk buiten de boot. UNESCO’s ethische verklaring zal dit waarschijnlijk trachten te corrigeren door lidstaten te motiveren tot meer lange-termijn beleid. Maar hoe?

Een ethisch gedachtenexperiment: stel je voor dat de generaties uit het jaar 2500 nu konden zien hoe wij met de aarde omgaan. Die zouden door het plafond springen! Echt science fiction is dit scenario niet. Een recent working paper van de Wetenschappelijke Raad voor het Regeringsbeleid laat zien hoe de Ander die in temporeel opzicht ver van ons verwijderd is toch een stem kan krijgen in de politiek. Bijvoorbeeld door een ‘Derde Kamer’ van Guardians of Future Generations op te richten. Meerdere landen hebben al een stap in die richting gezet zoals Israël (Commission for Future Generations) en Hongarije (Parliamentary Commissioner for Future Generations). Onze Staatssecretaris van Infrastructuur en Milieu, Sharon Dijksma, kreeg recentelijk een manifest uitgereikt van DWARS, de jongerenorganisatie van Groen Links, die pleit voor een officiële Ombudsman voor Toekomstige Generaties. Deze Ombudsman is volgens DWARS noodzakelijk om het recht op een leefbaar milieu voor toekomstige generaties te waarborgen.

Conclusie

Bovenstaande voorbeelden laten zien hoe een ethische verklaring over klimaatverandering landen kan inspireren tot een completere en daardoor efficiëntere aanpak van het probleem. Niet door ze harde verplichtingen op te leggen, want juridisch bindend – zoals conventies – zijn VN-verklaringen niet. Ook niet door schuldigen en slachtoffers aan te wijzen (negatief), want ethiek is eerder een kritische reflectie over hoe een ‘juiste keuze’ tot stand kan komen (constructief). Zo’n ethische keuze gaat over meer dan praktische zaken als kosten en uitstootquota, ze gaat ook over de vraag wie en wat mag blijven leven bijvoorbeeld.

Tot dusver hield de internationale gemeenschap deze ethische discussie bij UNESCO en de klimaatonderhandelingen zover mogelijk uit elkaar. Want regeringen zijn bang voor extra verplichtingen en kosten omdat die ze onpopulair maken. Maar misschien dat UNESCO’s ethische verklaring een publiek debat op gang weet te brengen dat onze ogen zal openen en deze ‘extra kosten’ anders gaat analyseren. Bijvoorbeeld als iets dat nu eenmaal moet omdat er anders niets van specifieke kwetsbare samenlevingen overblijft. Of als een spotprijsje voor het voorkomen van een onbeschrijfelijke hoeveelheid migratiepijn en -ellende over niet al te lange tijd.

Als zo’n debat de komende klimaatonderhandelingen kan beïnvloeden, te beginnen met de ‘COP 22’ in Marrakesh in november dit jaar, dan heeft UNESCO’s ethische verklaring al gewerkt. Het is nu vooral wachten op november 2017, als UNESCO’s Algemene Conferentie de verklaring hoogstwaarschijnlijk met een standing ovation zal aannemen.

Petit panier plein de bonheur

Tout a commencé par l’idée d’une voisine. Elle aime les livres et elle aime partager cette passion. Un jour, elle a mis quelques livres dans un panier devant son immeuble. Avec un petit mot dessus : « Servez-vous ». Petit à petit, les livres ont commencé à disparaître. D’autres voisins ont voulu participer à ce mini-projet. Ils ont regardé chez eux s’ils avaient quelques livres à donner. Le panier a commencé à être alimenté. Une petite institution citoyenne a commencé à naître.

Moi et ma femme nous regardions ce panier tous les jours. C'était drôle, ce tout petit panier mignon perdu dans la rue qui parlait à chaque personne qui passait : « Mais lisez ! Prenez ! Il y en a des beaux aujourd’hui ! ». De façon inattendue, nous nous sommes attachés à ce panier comme si c’était aussi notre boutique. Pas un service municipal mis en place par une administration mais un geste personnel, intime presque. Notre désir de partager des choses avec les autres probablement.

Nous sommes fous de chats. Trouver ce livre dans le panier était comme recevoir un petit cadeau du ciel. 

Une nuit, il devait être trois heures du matin, ma femme s’est réveillée en sursaut. Une grosse averse. « Mais les livres ! Ils vont se mouiller ! ». Elle s’est précipitée vers la fenêtre pour regarder. Heureusement que quelqu’un avait déjà rentré le panier. Mais il fallait faire quelque chose quand même. Notre panier avait besoin d’une petite maison pour être protégé.

Pour ceux qui ne le savent pas : aux encombrants de Fontenay-aux-Roses on trouve tout, à condition d’être un peu bricoleur tout de même. Il a suffi de 5 minutes pour trouver une petite commode qui faisait l’affaire. J’ai retiré les tiroirs, j’ai scié quelques planches et j'ai peint trois mots dessus : « PRENEZ ou DONNEZ c’est GRATUIT ! ». Vous n’imaginez pas notre plaisir en allant voir le panier pour lui offrir son nouvel abri. C’est ridicule, mais c’est comme ça. C’est comme si nous sauvions quelque chose de fragile et d’important : un bout de convivialité.

Mon défaut est l'impatience. Ne pas trouvant le panier dans la rue un soir, j'ai inauguré la commode avec un panier de remplacement en carton. Le plaisir ne pouvait pas attendre.

Le succès ne s’est pas fait attendre. Vous n’imaginez pas les conversations que nous avons pu avoir autour de ce meuble dans la rue. C’est fou comme cette construction bizarre, qui ne contenait que quelques vieux livres et deux, trois magazines, était capable de dégager une super ambiance à n’importe quel moment de la journée.

Problème : le nettoyage municipal. On avait désormais sauvé le panier de la pluie, mais non pas des jets d’eau de la municipalité qui nettoient la chaussée. Il fallait donc mettre le panier en hauteur. En plus, le panier était devenu beaucoup trop petit. Pour faire d’une pierre deux coups, nous avons équipé la commode d’une belle étagère ancienne, trouvée dans rue elle aussi. Car nous n’aimons pas que la lecture, mais aussi notre environnement. J’ai trouvé aussi une belle planche qui avait exactement la même largeur que l’étagère. Après un bon coup de scie, cette planche est devenue le toit de notre « Bibliothèque de la Place ».




Ce dimanche matin, en regardant par la fenêtre, nous avons discuté avec ce sympathique Monsieur qui regardait attentivement les livres. « Le monde est envahi par la technologie, et on ne se rencontre plus » a-t-il dit. « Alors qu’on a toute cette richesse à partager ensemble ». Cette phrase m’a touché. Car c’est vrai. Il est longuement resté devant la bibliothèque à feuilleter les livres et à lire. Il est professeur peut-être. En tout cas, je le salue chaleureusement.

Je salue chaleureusement ce Monsieur. C'est lui qui m'a inspiré ce blog.

Dans le grand monde qui se globalise et se numérise de plus en plus, il est important de ne pas oublier le petit monde que nous avons autour de nous. Cette petite histoire montre qu’il suffit de n’importe quoi pour vous connecter avec ce petit monde. Il suffit d’une petite idée et d’un peu de courage.

Affaire Soubise: il faut améliorer le dispositif 'Comité des Habitants'

Le 14 septembre 2016 j’ai assisté à une réunion publique au Conservatoire rue du Docteur Soubise qui avait pour but de présenter le projet de la vente partielle de ce bâtiment. L’association du Conservatoire Soubise s’était opposée à cette vente partielle car elle préfère garder le bâtiment disponible pour les Fontenaisiens dans son intégralité.


Les ‘pour’ et les ‘contre’
Bien que j’aie beaucoup de sympathie pour le désir de ne pas abandonner une partie de notre patrimoine, je penche néanmoins pour le projet proposé par la Mairie. Car en pesant les ‘pour’ et les ‘contre’, j’arrive à la conclusion que les 'pour' pèsent plus lourd dans la balance. Mais aidez-moi si je me trompe :

CONTRE (la vente partielle) : \On garde un dispositif public disponible (à condition que l’on trouve 1,5 millions d’euros pour le mettre aux normes) ; \On peut louer ce dispositif à des sociétés au bénéfice de notre trésorerie et créer ainsi des emplois.

POUR (la vente partielle) : \On garde la partie du dispositif public dont les Fontenaisiens ont besoin (en plus du nouveau conservatoire qui vient de s’ouvrir) et on pourra la mettre aux normes avec le produit de la vente de l’autre partie ; \On arrête tout de suite la dégradation de l’immeuble par l’usure et par le risque de dégradations volontaires par des squatteurs en l’absence de gardien ; \On crée des emplois avec les 3 sociétés qui sont prêtes à s’y installer et qui ne représentent pas de nuisances sonores ou autre.


‘Il y aura assez de salles’
Le Maire a exclu une pénurie de salles avec les deux arguments suivants :
1/ D’autres salles vont se libérer bientôt : un espace en cours d’aménagement dans l’immeuble Saint Prix, un autre au Panorama et, enfin, les vastes locaux du centre de tri de La Poste qui vont se libérer prochainement ;
2/ La disponibilité des salles existantes va probablement s’améliorer suite à une étude qui sera menée bientôt concernant l’utilisation des salles. Le Maire a dit que certains utilisateurs ne rendent pas la clé pendant un mois, empêchant ainsi d’autres utilisateurs d’utiliser la même salle.

La racine du problème
Le but de ce blog n’est pas de faire une analyse parfaite de toutes les raisons qui me font croire que le projet de la Mairie est plutôt raisonnable. Car cela impliquerait un débat plus vaste : le mandat de la Mairie consiste-t-il à louer des bâtiments ? La Mairie doit-elle attendre le résultat de l’étude concernant l’utilisation des salles ? Aurait-elle dû dépenser les 1,5 millions d’euros pour la place de l’Eglise plutôt pour rénover le Conservatoire Soubise ? Etc.

Le but de ce blog est plutôt de pointer la racine du problème, qui revient sans cesse dans les discussions que j’entends sur les rapports entre la Mairie et les citoyens. Cette racine, ce n’est pas tant la vente en elle-même je crois, mais l’exclusion des citoyens dans la prise de décision. La colère et le mal sont si vifs car le nerf de la démocratie est touché : la confiance. 

Explication : selon l’Association Soubise, la Mairie avait promis que si elle changeait d’avis et décidait de vendre contre une promesse faite précédemment, elle impliquerait l’association dans sa réflexion. Cela n’a pas été le cas, et cela fait très mal et à très juste titre. Heureusement que le Maire a exprimé plusieurs fois ses excuses pour ce qu’il a qualifié de ‘maladresses’, et je pense que cela a contribué malgré tout à un certain apaisement. Les blogs qui succéderont le mien le confirmeront ou l’infirmeront.....

Conclusion
Il faut d’urgence renforcer l’infrastructure démocratique des Comités des Habitants pour éviter qu’une telle rupture de confiance, de dialogue et de démocratie ne puisse se reproduire. Une réflexion est en cours à ce sujet. Il faudra qu’elle soit sérieuse et qu’elle précise entre autres : \combien de fois et dans quelles circonstances le CdH et la Mairie doivent se rencontrer ; \quels citoyens et associations peuvent devenir membre ; \comment les échanges seront communiqués aux Fontenaisiens et pris en compte dans la décision finale.


Oui, tous ces échanges avec les Fontenaisiens ralentissent sans doute la machine, certes. Mais ils sont le seul moyen d’arriver à un développement de notre Ville qui soit inclusif, franchement légitime et, ne l’oublions pas, encore mieux adapté et de qualité. Car si les excuses sont gratuites, elles ne sont pas indéfiniment multipliables pour autant.

UNESCO PERSIST Cooperation with the National Library and Archives of Quebec



Imagine that the world has gone dark. No light, no electricity. We would be unable to see, to read. We would lose access to knowledge, to the records of our history, to our cultural and scientific memory. We would have to start from the beginning, retracing the centuries of carefully taken steps, and repeating many of them, including the ones that led to blind alleys.

In the digital age, this is precisely what UNESCO’s PERSIST Programme wants to avoid: the “darkness” that ensues when the software we use stops functioning. Because without software the data, the content, the images, the calculations, all sink into darkness. And we, humans, cannot “see digital” without software programmes.

PERSIST reduces the risk of “digital blindness” by extending the use of software in time. It is setting up a PERSIST Software Foundation to ensure that the software continues to run in the future and be the “light” that we need to see digital.   

The need to use obsolete software is shared by all memory institutions, including national libraries and archives around the World. Most of them have their own obsolete software deposits and their technical staff installs the software that is critically needed. Spending the same effort by different institutions is not very efficient from different viewpoints:

1.    Legal: Each institution must obtain licenses for old software from the software vendors.
2.    Technology: Old software requires a “computational environment” (the operating system) in which it can function and access files. As computers and operating systems evolve, the old systems disappear. And the new systems cannot interpret the commands of the old software. Thus, ICT specialists must create special programs – called emulators and virtual machines –  to serve as “translators” between old and new computers and operating systems.
3.    Economics:  Efforts of ICT specialists cost money. Creating special programs for each institution separately is not an efficient way of dealing with legacy software (obsolete software), especially when the number of software products is constantly increasing.

PERSIST aims to help memory institutions to address their needs by using the common PERSIST platform to share:

1.    ICT licenses which can be done by depositing old software in one global UNESCO PERSIST Software Foundation.
2.    ICT capacity (specialists and server space) to keep the old software owned by the PERSIST Software Foundation running.
3.    Services that make both the legacy software platform and the memory institutions’ efforts economically sustainable.

In this early stage, the PERSIST Software Foundation must raise funds to pay for the ICT capacity and set itself up as a fully functional enterprise with the goal to:

1.    Identify and grow the population of users who need to access old files (memory institutions, companies, universities, citizens, etc.).
2.    Identify services that customers would need (for example, an “app store” for obsolete software versions).
3.    Establish a business model to create revenue and sustain the services.

To discuss these steps, Prof. Natasa Milic-Frayling, the Chair of the PERSIST Technology and Research Workgroup, recently met with Tristan Müller, the Director of Digitalization of the National Library and Archives of Quebec (BAnQ) and his colleague Evelyne Gratton, coordinator of post-digitization and digital curation operations. They agreed to explore different “use cases” which can enable PERSIST to offer services to many organizations thanks to an economy of scale.

 This fortuitous development is a result of a meeting between BAnQ’s President Director-General Christiane Barbe, her Director of International Affairs Sophie Montreuil and Dutch government representative Stein van Oosteren at UNESCO. This cooperation is of great importance to PERSIST as it expands its reach to the francophone region. The next step will be an introduction of PERSIST to the network of francophone memory institutions named Réseau Francophone numérique (http://www.rfnum.org).
